International audienceCrises and inadequate housing : reflections on the notion of " residential vulnerability" Inadequate housing has been a subject of political discussion for the past twenty years. The five factors that define it are lack of housing, difficulties in accessing housing, discomfort and squalor, maintenance difficulties and mobility difficulties. Within this context, the Fondation Abbé Pierre makes a distinction between the " number of people experiencing severe problems of inadequate housing" (3.5 million people) and " people in a situation of real short-or medium-term vulnerability" (6.6 million people).
